Mizoram signs Agreement with Manipur-based Terror outfit to facilitate people of the state to celebrate Christmas and New Year
Aizawl, Dec 17, 2016: Days before Christmas, the Mizoram government signed a ceasefire agreement with a militant outfit to facilitate people of the Christian-dominated state to celebrate the carnival and New Year under undisturbed ambience, an official said here on Saturday.
The Mizoram government has been holding peace talks with Manipur-based terror outfit Hmar People’s Convention-Democratic (HPC-D) to find a solution of the outfit’s demand for an autonomous council.

The third round of talks between the Mizoram government and the HPC-D held in Aizawl on Friday in which the outfit members deposited three AK-47 rifles, one INSAS rifle, four point 9 mm pistols, 17 magazines of different arms and 74 rounds of ammunition. These arms and ammunition were earlier snatched by the terror outfit from the Mizoram police.
The six-member HPC-D team was led by the group’s working chairman L. T. Hmar and the outfit’s leaders from Manipur and Mizoram while the government delegation was headed by additional secretary (home department) Lalbiakzama.
“We have signed a temporary ceasefire agreement with the militant outfit to make easy people of the state to celebrate Christmas and New Year under a peaceful environment. The third rounds of talks were held under friendly atmosphere,” Lalbiakzama said, adding that both sides agreed to resume the fourth round of talks by mid-February next year.
The first round of peace talks between the Mizoram government and the HPC-D was held on August 10 and the second round on October 5-6.
Lalbiakzama said that issues discussed in the talks included more autonomy and power to Sinlung Hill Development Council, which was functioning since 1994 in the northeastern part of the state neighbouring Manipur where a large number of tribals belonging to Hmar tribes are living.
HPC-D Aleader L. T. Hmar after the meeting, said : “The demand for Hmar autonomous district council was no longer included in the talks.”

The Manipur based militant outfit of the Hmar tribals has been triggering intermittent violent activities in Mizoram since 1994 demanding a separate autonomous district council under the Sixth Schedule of the Constitution by carving out areas adjoining southern Manipur, northern Mizoram and southern Assam.
The negotiations between the state government and the HPC-D reached an impasse in 2013 on the issue of extension of the period of suspension of operations.
A six-month ceasefire between the Mizoram government and the militant outfit expired on July 31, 2013.
The state government held inconclusive talks with the outfit on August 14, 2013, to extend the period of ceasefire.
After the talks broke down over suspension of operations against the terror group, a host of leaders of the outfit were arrested.
On March 28, 2015, the HPC-D guerillas ambushed a legislator’s convoy near Zokhawthlang village in north Mizoram, leaving three policemen dead and six others seriously wounded.

Working of The Meter
The conventional electric meter looks like a clock and keeps track of how much electricity you consume. The numbers on your meter that you notice when you look at it indicate the number of revolutions.

How Often is Meter Read?
Unless the meter is a consumer-ready meter, the government will demand utility companies read user meters quarterly. If the consumer checks the meter, the utility is asked to read it at least once a year. Almost every month, many utilities try and read their customers' meters.
If the meter isn't read, the utility might issue an estimated charge based on the previous usage. Responsibility of Meter
The utility provider is in charge of meter installation as well as the gas and electric lines that go up to the meter. A hilarious rhyme that children often chant cheerily while jumping around, Jack and Jill is another example of the dark history covered up in light-hearted rhyme. Instead of England though, this is a rhyme that sheds light on the history of France.
Unlike other rhymes, the rhyme is part fiction and part history, since only the first two lines can be taken as an allusion to the past.

Jack fell down and broke his crown,
And Jill came tumbling after."
King Louis XIV ruled over France in the late 18th century and was called out for treason. He had failed to uphold the economy of France. His spouse Marie Antoinette was an equally powerful influence in the monarchy but could not do anything when her husband was convicted.

The French are famous for the guillotine, and Louis XIV was beheaded on this device. This act of executing a monarch is why the rhyme has the line "Jack fell down and broke his crown". The guillotine, at this point in history, was kept outside the city, and the journey to it was long and tedious. It was ideally located on a hill, so that the entire city of Paris could witness the execution of the accused.
Louise XIV is believed to have been dressed and taken on the long journey up to the guillotine, where his hair was cut off and he had to renounce his authority. He bid farewell to his friends and was followed up the hill by a crowd holding pikes and bayonets, to prevent his escape. He was then executed as the last monarch of France.

A few months later, when the hue and cry of Louis XIV's death has died down a little, but the political situation of France was no better, his wife, Marie Antoinette was also executed at the guillotine for her role in the fall of France. And this event alludes to the line, "Jill came tumbling after".
The rest of the rhyme is a fictional account of a moralistic idea for children, as a way to tell them to be careful of where they engage in play. Since a large part of the rhyme seems like a story of two children who have had an accident in play, that is how the rhyme has survived and the history behind it, has been forgotten.
