MoUs signed to build three new IIITs under PPP model

New Delhi: The government on Saturday signed MoUs for establishing three Indian Institutes of Information Technology (IIITs) at Ranchi, Nagpur and Pune, through the public-private partnership (PPP) mode, an official statement said.

The institutes are expected to bring out high-quality IT manpower required for building up IT industry in the country.

The agreements have been signed by Higher Education Secretary Vinay Sheel Oberoi and officials of Tata Consultancy Services and Tata Motors, ADCC Infocad, Nagpur and Hubtown, Mumbai, said the human resource development ministry statement.

With this, the total number of IIITs in the PPP mode has gone up to 16, leaving four more to be set up for which a schedule has been fixed for January 2016, it added.

IIIT-Ranchi will operate from the Old Judicial Academy in the Administrative Training Institute, Ranchi admitting 120 students for the year 2016-17 through JEE 2016 examination. The institution will be mentored by NIT-Jamshedpur.

IIIT-Nagpur will be set up in the BMIT Campus (temporary campus) with the participation of ADCC Infocad and TCS. The Maharashtra government has identified 88 acres of land for setting up a permanent campus.

IIIT-Pune will be set up in the Siddhant Engineering College (temporary campus) and the permanent campus will be constructed at Chakan for which the state government has identified 100 acres of land. 120 students will be admitted in 2016 through JEE-2016. (IANS)

The political environment and the education system of the country are absolutely essential to its progress and the overall well-being of the society. It is however, complicated how they perceive each other. Education has served the political system without a doubt. After all, it is what the children are taught that ultimately shapes their outlook of the world.

Their ideologies are so strongly tied up with their personalities that they become curious to find the right answers. The political system has come a long way. From an absolute tyrannical sovereign to democracy. It is through education. Through what we have read. Through what our ancestors have left in writings for us and what they have warned us about.

And yes, the political system has returned that favor. Through constant support in the form of policies, funding, and infrastructure it has made sure that education of the nation runs smoothly. Politics has tried its best to provide for these young voters. As we shall see later, the type of political system has great influence on education quality.

Political Science as we know became a field of study in itself because of the importance of the subject knowledge. Student Parties emerged as a result of inquisitiveness as well as willingness.

History tells us that during invasion or war certain things tend to happen. Men are killed. Women are raped to bring up the victor’s offspring. Country’s resources are exploited. And education is controlled. Burning/ banning books (or opinion at large) is an approach that the invaders use to suppress any revolutions. It is to suppress ideological opposition (political, cultural or even religious).

In China, the Qin Dynasty after taking over the territory ordered for burning of books and killing of scholars. Confuscious’ works were destroyed. Valuable Chinese works were burnt that time. Alexander the Great had his army burn Zoroastrian Scriptures when they invaded the Persians. During the Soviet Russia, Aleksandr Solzhenitsyn’s works were burnt and banned from public. Solzhenitsyn was an incredible critique of the Soviet Communism that claimed millions of lives and the absolute torture that the people had to go through. To burn the books was to stop the people from enlightenment that could reveal the true nature of the system that they depend on.

On numerous occasions, politics has controlled the quality of education to serve those holding on to power. But education has massively helped the masses in realizing their right to self-determination. Decolonization was a product of the colonized people learning that they deserve their own economic and political system. Asians and Africans learned democracy from the colonizers and fought them. Nation building too was a product of quality education.

Today, as the society we understand the value of good education. The students expect the quality of education to be premium, and they expect this from the government. The government itself wants the product of education to comply with the political system of the country.

The quality of education varies. It varies locally, domestically and globally. The curriculum may remain standard, but the approach and methodology adopted vary to a great extent.

Here is an interesting story from India. Last year (2016) a ridiculous incident took place. A girl had topped in humanities and arts in the Bihar State Board. During the celebrations and many interviews, she fumbled. She did not even know what Political Science was. Her extravagant marks were fraudulent. The reason behind this? Corruption, political contacts and the absolute mockery of education.

After that an inquiry was done and ‘sufficient measures’ were taken to avoid this kind of neglect on the part of Education Ministry. The result? This year 2017, only 35% children passed the Bihar State Board Examination. 65% failed!

The reason for highlighting this incident is to highlight the status of education quality. Children were passing through fraud. And when that approach failed, they failed. It highlights that marks are the ultimate aim of the student. Can it be the fault of the education policies?

Indian political system is often in disagreement with its universities. In the past three years, we have seen many events that highlighted the conflict between the central government and university students.

Presently, there is a debate on ‘moderation policy’ of central examination board that quite seriously had the students and parents sweat and stress unnecessarily. Just before the nationwide announcement of the result, a political debate started whether grace marks should be allowed or not. Just days before the result!

In the USA, students are often worried about the student loans that they take for higher studies and the little scope that they have of paying it back. Students at large are demanding that interest on student loans be dropped. The university students are well active in political debates and social justice movements happening on college campuses.

The responsibility to provide good quality of education is with the government. This includes everything from policies to equality, and to combine it with further scope of employment. Education must make good leaders. After all, we are the ‘Young Turks’.

Netaji files, a topic had gained much momentum in the past few months. Netaji file is all about 41 files on Netaji Subhash Chandra Bose between 1953 and 2000. This file not only deal with Netaji but also with our first PM Jawahar Lal Nehru.

A recent file under Netaji file showed that Jawahar Lal Nehru was ready to share the funds of INA with Pakistan. But from the various notes found in Netaji files, Nehru was eager to use the money in the fund to promote education.

One of the Netaji files says that Jawahar Lall Nehru was at cross with the government who uses the money of INA to fund the holiday trips of the government officials. He wanted the account of every penny. This habit of bureaucracy was adopted by him earlier.

Nehru in a file with file number 23 (156)/ 51-PM which is present in Prime Minister’s Secretariat wrote, “I do not understand the way these so-called deputations are organised. Every holiday trip is treated as a deputation on business and the normal daily allowances and other charges are given. I do not think this is at all proper.”

The sarcastic notes signed by him are found in Netaji files prove that he opposed the policy of government to use the funds to mask the official trips, which is prevalent now days also. Nehru urged that they should use the money acquired under INA and the Indian Independence League to give scholarships to Indian students.

Nehru was addressing the fund of more than 10 lakhs that various embassies presented in South East countries take advantage of. He was disappointed with the the Ministry of External Affairs and Education for using the fund of INA for sending government officials to different countries to give lectures.

Nehru in a note dated 27th August 1953 wrote, “I do not myself understand the particular advantage of some scholar from India going to Bangkok every year. There are many other ways in which we could have utilised this money to better advantage, for instance in giving scholarships to students…”

Nehru’s efforts succeeded when Humayun Kabir was in the educational ministry. He fixed a cap on all the trips of Rs. 3000 for a trip extending to 30 days. A committee was also made for the pick the Indian Students in Thailand and Singapore for scholarships.

Sanskrit cell to be set up in IITs to research ancient science

New Delhi: A panel set up by the education ministry of Indian government recommended that all the premier engineering and scientific institutes which are running by the Centre including IITs should have a Sanskrit cell. This cell will help students study ancient literature related to their fields.

The panel also suggested that during the course of their study, students should be encouraged to opt for the internship in Sanskrit institutions for credit by these institutes.

The Panel chaired by retired IAS officer N Gopalaswami said,“If financial support is provided to such students their talent could be utilised in unravelling the scientific knowledge hidden in Sanskrit literature through small but focused projects.”

The panel was given the task of constructing a 10-year roadmap for the development of the language. It recommended that the introduction of Sanskrit as an optional language in Undergraduate programmes and integrating it with other subjects will prove beneficial for the ancient language.

Panel’s head Gopalaswami was the cultural and home secretary during the NDA government and then he was appointed to the election commission post his retirement. In 2006, he was promoted to the Chief Election Commissioner in 2006 as the senior most election commissioner.

The current government is carrying on the agenda of previous NDA government of Atal Bihari Vajpayee. A project has been undertaken by the IIT Delhi to introduce ancient language related courses for undergraduate students.

The study of science and technology in Sanskrit literature and inter disciplinary study of various modern subjects and its corresponding subjects in Sanskrit literature would be facilitated by the cell.

The Gopalaswami panel said, “Atharvaveda, Vaisheshika Darshana etc. are, it is acknowledged, the treasure house of scientific concepts which are hitherto studied from Science point of view. There are hundreds of works like Siddhanta Shiromani, Vriksha Ayurveda.., which are of great relevance in the context of research and innovation.”

The panel suggested that model Sanskrit medium schools in every state should be set up. it also recommended that cell should offer students, various types of Sanskrit courses in the campus for the credit.(inputs from agencies)
