The second day of the Parliament's monsoon session faced disruptions yet again. Shortly after the proceedings began for the day, both the Rajya Sabha and the Lok Sabha were adjourned till noon.

In the Rajya Sabha, Leader of Opposition Mallikarjun Kharge raised the issue of police's brutal crackdown on the protestors led by the Cockroach Janata Party (CJP). “Our students, who are raising their voice on paper leaks and NEET examination, were attacked, with lathi charge and tear gas shelling. They are in hospitals. Their issues need to be heard,” Kharge said.

An uproar ensued after Kharge’s remarks, and the Rajya Sabha was adjourned till noon. 

In the Lok Sabha, members broke out into uproar with chanting of slogans. Speaker Om Birla adjourned the Lower House till noon after members broke into sloganeering. “Members will get a chance to discuss the issues raised,” the Lok Sabha Speaker said. 

Floor leaders of the opposition parties are set to convene for a meeting at the office of Rajya Sabha Leader of Opposition Mallikarjun Kharge. The meeting is scheduled for 10am on Tuesday, July 21, 2026. The opposition leaders are expected to formulate their strategy for the second day of the Parliament's monsoon session. 

The monsoon season of the Parliament saw a turbulent start, as both the Rajya Sabha and the Lok Sabha saw repeated disruptions and were later adjourned for the day. Opposition members raised their concerns about the NEET paper leak scandal and the Ram Mandir donation theft controversy. 

Amid the ruckus in Parliament, both the Rajya Sabha and the Lok Sabha were adjourned once again and are scheduled to reconvene at 2:30 pm following Opposition protests. In the Lok Sabha, while Union minister of Parliamentary Affairs Kiren Rijiju was speaking, Opposition MPs protested and displayed placards in the House despite MP Jagdambika Pal asking them not to do so. According to reports, the House has been adjourned once again until 2:30 pm. 

Right before the parliament was adjourned until 12:00 pm, Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge raised the issue of the NEET question paper leak. He also highlighted the students protesting at Jantar Mantar in Delhi. He said, "This is a matter concerning students. I am speaking about the futures of lakhs of children." Referring to the lathi charge against the protesters, Kharge added, "The government is trying to use force, suppress voices, and drive them away." 

PRIME MINISTER NARENDRA MODI on Monday expressed hope that both the monsoon season and the Monsoon Session of Parliament are productive for the nation, while also hailing the youth of the nation for achieving numerous milestones, stating that the potential and aspirations of the youth are as "boundless as space" itself.

Addressing the media at the start of the Monsoon Session of Parliament, PM Modi said, "Be it monsoon or Monsoon Session, both are very productive. When both are productive, it benefits both the welfare of the nation and the welfare of all living beings. That is why I hope that monsoon, as well as the Monsoon Session, is productive."

"In the last month, the country has achieved numerous milestones, and a series of accomplishments has unfolded that fill its citizens with pride -- be it national, international or in the space sector. In a sense, there were many proud moments," he said.

The Prime Minister recalled that before last year's Monsoon Session, an Indian reached the International Space Station (ISS), and this time, Hyderabad-based Skyroot Aerospace successfully launched Vikram-1, the country's first privately developed orbital rocket, under Mission Aagaman.

"The youngsters working at Skyroot, their average age is just 28 years. These youngsters have done this work. I am not talking about a 56-year-old youth; I am talking about the youth with an average age of 28 years, who have held India's flag high on the international level," he added.

PM Modi said that India's global profile is gaining "universal recognition and acceptance".

"This is not a coincidence; it is a message, and a very powerful one, that the potential and aspirations of our country's youth are as boundless as space itself -- there cannot be a more inspiring message for the country than this," he added.

The Prime Minister mentioned a huge oil refinery was dedicated to the nation in Rajasthan, India's third semiconductor plant was dedicated to the nation and a green hydrogen-powered train -- a facility, according to him, very few countries in the world possess.

"This achievement is a testament to the dedication of India's scientists, engineers, innovators, entrepreneurs, and workers -- all of whom are living and working together for the country," he said. (IANS)
